This series attempts to recapture the old series S.W.A.T. (http://www.imdb.com/title/tt0072560/) with a modern twist ala 24. In the pilot episode the writers/directors stick us (the viewers) in the middle of conversations as if we should already know things about these people which we do not. (In fact throughout the show I was convinced that I had missed the 'pilot' and that this must be 'episode 2'). If this were a well structured devise that fed us into moment of greater understanding later in the episode it would be forgivable (perhaps even 'good')...but as it is, we are left with a slow moving, anti-climatic story and no reason to tune in next week...except perhaps the fact that it isn't a re-run (so it may even get a second look, although it strictly doesn't deserve it.) I will say the quality of the ACTING is good, these actors simply deserve better material.
Let me see if I get this straight... one (or more) executives at CBS thought, "Let's dump Moonlight, but put this on instead." This is the best news NBC has had in years...
