Why are certains TV Shows released on DVD and others not?

With the current influx of more obsecure TV shows being released to DVD I was wondering something That I was hoping one of you folks could answer. What is criteria that a studio uses to decide which show in it's library will get released over another. It me the process seems very haphazard because to me there is no reason certain shows should not be released over other. A good example is Cleopatra 2525. I can't understand why this show has achieved the Complete Series DVD treatment while other shows like The Nine or Jack & Bobby or Judging Amy have yet to be released. Nothing against the show Cleopatra 2525 by the way as I'm sure fans of that show are overjoyed with the release as I was when Profit was given the Complete series DVD treatment. But any ideas how studios ultimately decide which shows should be released on DVD and which shouldn't?
